FAA Part 135
HIGHFLYR Safety Architecture & Operational Excellence
FAA Part 135 rigor, carrier vetting & flight safety standards.
Our Safety Philosophy: Zero Compromise
At HighFlyr, passenger safety, airframe integrity, and regulatory rigor represent our baseline standard. While we innovate in shared executive flight logistics, we operate under an uncompromising principle: every aircraft, flight crew, and operating procedure must meet or exceed the most stringent air carrier standards set by the Federal Aviation Administration (FAA) and international business aviation safety auditing organizations.
All flights booked, brokered, or pooled through HighFlyr are conducted exclusively by FAA-certificated 14 CFR Part 135 Direct Air Carriers—the United States federal benchmark governing commercial on-demand air charter operations.
1. Understanding FAA Part 135: The Commercial Benchmark
Federal aviation law establishes distinct tiers of operational oversight. HighFlyr strictly requires all network flights to operate under commercial on-demand regulations:
Commercial Operating Authority: Unlike non-commercial private aircraft (governed under Part 91), Part 135 direct air carriers are subject to rigorous economic authority by the U.S. Department of Transportation (DOT) and continuous safety oversight by FAA Flight Standards District Offices (FSDO).
FAA Operations Specifications (OpSpecs): Each direct air carrier operates under strict, customized OpSpecs defining authorized aircraft models, flight crew minimums, navigation specifications, approved airports, and runway weather minimums.
2. Flight Crew Qualifications & Rigorous Training
The safety of every departure begins in the cockpit. HighFlyr mandates that direct air carriers utilize experienced, highly trained, two-pilot crews across all light, midsize, and heavy jet flights:
A. Dual-Pilot Executive Cockpit Standard
Captain (Pilot-in-Command / PIC): Holds an active FAA Airline Transport Pilot (ATP) certificate, appropriate multi-engine type ratings for the specific airframe, a valid FAA First-Class Medical Certificate, and thousands of logged flight hours.
First Officer (Second-in-Command / SIC): Holds an FAA Commercial or ATP certificate with multi-engine instrument ratings and comprehensive turbine transition training.
B. Simulator Training & Recurrent Evaluation
Level-D Full-Flight Simulators: Cockpit crews undergo mandatory recurrent training every 6 to 12 months at world-class flight training centers (e.g., FlightSafety International or CAE).
Adverse Scenario Proficiency: Training curriculums mandate simulated engine failures, severe weather windshear recovery, hydraulic/avionics anomalies, mountain approach procedures, and emergency decompression drills.
C. Part 135 Subpart F: Strict Flight & Duty Time Limitations
To eliminate pilot fatigue and protect passenger safety, our partner carriers strictly enforce federal crew rest regulations:
Strict 14-hour maximum daily duty periods under standard single-day dispatch;
Mandatory 10 consecutive hours of uninterrupted rest between duty assignments;
Cumulative quarterly and annual flight-time caps governed by FAA federal limits.
3. Aircraft Airworthiness & Continuous Maintenance Programs
Every jet operating on our network is maintained under FAA-approved continuous airworthiness inspection programs, ensuring systems are certified before every departure:
FAA-Approved Minimum Equipment Lists (MEL): Operators adhere to strict MEL guidelines. Any inoperative instrument or component outside allowable FAA parameters grounds the aircraft until cleared by a licensed Airframe & Powerplant (A&P) mechanic.
Tire, Brake & Systems Monitoring: High-pressure hydraulic lines, cabin pressurization seals, digital flight guidance systems, and carbon braking assemblies undergo continuous measurement and preventative replacement cycles.
4. Independent Third-Party Safety Accreditations
Beyond baseline FAA Part 135 certification, HighFlyr prioritizes direct air carriers that maintain top-tier ratings from the world’s most prestigious independent aviation safety auditing organizations:
| Safety Rating Agency | Accreditation Level | Audit Scope & Significance |
|---|---|---|
| ARGUS International | ARGUS Platinum / Gold+ | Evaluates historical safety records, pilot flight hours, liability insurance levels, and on-site operational reviews. |
| WYVERN Standard | WYVERN Wingman / Registered | Validates pilot background records, pilot simulator history, and strict Safety Management System (SMS) compliance against The Wingman Standard. |
| IS-BAO | Stage 2 / Stage 3 Certification | International Standard for Business Aircraft Operations; recognizes mature Safety Management Systems, internal risk reporting, and corporate safety culture. |
5. Pre-Flight Risk Assessment & Dispatch (FRAT)
Before any HighFlyr mission receives wheels-up clearance, the operating carrier executes a multi-point pre-flight assessment:
Flight Risk Assessment Tool (FRAT): Numerical scoring of environmental factors, runway length, field elevation, terminal weather forecasts, crosswind components, and crew fatigue indexes.
Payload, Weight & Balance Calculations: Real-time computation of fuel burn, passenger payload (accounting for our capped 60% cabin occupancy), luggage weights, and center-of-gravity (CG) envelopes.
Runway Performance Clearance: Validating accelerate-stop and accelerate-go safety distances for restrictive runways (e.g., Aspen, Sun Valley, or East Hampton) under varying ambient temperature and density altitude conditions.
6. Regulatory Broker Disclosure & Operational Control (14 CFR Part 295)
MANDATORY LEGAL NOTICE TO PROSPECTIVE CHARTERERS & PASSENGERS
HighFlyr is an air charter broker and technology platform. HighFlyr is NOT a direct air carrier or a direct foreign air carrier in operational control of aircraft.
All air transportation services arranged or booked via the HighFlyr platform are operated exclusively by properly licensed, FAA-certificated 14 CFR Part 135 Direct Air Carriers (or authorized foreign direct air carriers) who maintain full legal and operational control of all flights, aircraft, flight crews, and dispatch decisions at all times.
7. Safety Audit Verification & Inquiries
Members and corporate travel managers may request operator credentials, tail number registrations, pilot flight experience minimums, and third-party audit verification for any scheduled flight leg.
